Tournament Rules

Tournament will be played in accordance with FIFA and USSF except as noted:
Article I. Point System
1.   Win = 3 points, Tie = 1 point, Loss = 0 points, Shutout = 1 point to winning team. (0-0 tie will earn each team 2 points)
2.   Forfeits will be scored 3-0 for 4 points to winning team
Article II. Qualifications for Finals
1.   Team with the most points in each group in each division
2.   4 and/or 5 Team divisions may play a round robin schedule with the final standings based on the results
3.   Tie breaker to determine teams advancing are as follows:
a.   Head to Head result
b.   Goal Differential (Max of 3 per Game)
c.   Goals For (Max of 3 per Game)
d.   Penalty Shots - 1 round best of 5, then single round til winner
     Note: FIFA RULES on all PK's
Article III. Overtime for Trophy Matches
1.   Teams will play up to (2) 5 minute period's. No Golden Goal during overtime period. Both 5 minute periods will be played. There will be no coaching time between periods, immediately switch ends and whistle will blow to begin. Visitors call the coin toss for the overtime play, if still tied
2.   1 round of penalty shots, 5 players only, if still tied
3.   Single player rounds continues the penalty shot procedure until winner
     NOTE: Players eligible for #2 and #3 are those on the field at end of overtime only
Article IV. Forfeits are constituted below:
1.   Teams more than 10 minutes late for a scheduled match without notification to Tournament Director
2.   Teams with less than 4 players for 6v6 match; Teams with less than 6 players for 8v8 match; Teams with less than 7 players for 11v11 match. This will be enforced only for the start of the Match
3.   Match will be scored 3-0 to the winning team and 4 points will be awarded to that team
4.   Team forfeiting a match may be eliminated from further competition in Tournament
Article V. Player/ Coach/ Spectator Locations and Conduct
Coaches are responsible for the conduct of players, parents, coaches, and spectators at the field, hotel, or other locations for the duration of the tournament. If Moline United receives complaints regarding the conduct of any player or person associated with your team, the Tournament Committee may ask any and or all people to leave the tournament. In addition, the Tournament Committee reserves the right to ask a team to leave the tournament, declare any remaining games a forfeit, and may bar a team from future participation in our tournament.

Both teams, including their coaches, shall be on the same side of the field. All other people must be on the opposite side of the field. The Tournament Director believes that an argument between parents and supporters of opposing teams is completely inappropriate conduct for Adults. Accordingly, Moline United encourages the parents and supporters of each team to stay on the half of the field opposite their team to limit their comments to support for their players. Making derogatory remarks about or to opposing teams or their supporters shall be grounds for dismissal from the Green Valley Complex. The Referee will ask anyone standing at the goal ends of the field to move. (3) Carded Coaches are allowed in the team area with their team. There is no coaching from the spectator side of the field.

During Youth Soccer events, Green Valley Sports Complex and Moline United strictly prohibit alcohol and smoking at their facilities. Possession of alcohol on complex grounds will cause immediate dismissal from the complex and the potential for arrest by Moline City Police. Any player, coach, parent, or spectator caught fighting will be ejected from the remainder of the Tournament.

NOTE: NO DOGS ALLOWED IN SOCCER COMPLEX!
Article VI. Player Registration - Including Guest Players
1.   Current Player Pass (ID cards)
2.   Copy of current State Approved Roster to be retained by Tournament
3.   Copy of Illinois Youth Soccer Association Emergency Medical Release and Liability Wavier to be retained by the Tournament
4.   IYSA Tournament Roster with all participating players
5.   Maximum of 3 Guest players allowed per team
6.   Players may only play on ONE team during the Tournament
7.   Coaches shall provide IYSA Tournament Guest Player Permission or applicable State Form to be retained by Tournament for Each Guest Player
8.   Any Team not in good standing with the IYSA is ineligible!!
Article VII. Travel Permits
All Non IYSA (Illinois) Teams must provide a Travel Permit from their own State Association to be retained by Tournament
Article VIII. Weather / Rain Policies
If there is severe weather, only the Referee Assignor or the Tournament Director may halt matches. If we halt a match, then the following rules will be in effect:

1.   If the weather delay is from 1 to 15 minutes all games will resume from the point of stoppage; however, if there is less than 5 minutes to completion of the match, then the Referee will declare the game complete. If the game is a tie with less than 5 minutes to go, then the Referee will declare the game a tie; however, if the game is a semi-final or championship game, then the game will go to Penalty shots.
2.   If the weather delay is from 15 to 30 minutes these procedures will apply:
a.   If the match is in the first half, the match will begin with the second half and the second half will be 15 minutes in length.
b.   If the match is in the second half with less than 15 minutes played, the match will continue with 10 minutes remaining.
c.   If the match is in the second half with more than 15 minutes completed, then the Referee shall declare the game complete. If a semifinal or final game is tied then the match will go directly to penalty shots.
3.   If the weather delay is more than 30 minutes these procedures will apply:
a.   If the match is in the first half, the match will begin with the second half and the second half will be 15 minutes in length.
b.   If the match is in the second half, then the Referee shall declare the game complete. If a semifinal or final game is a tie, then the match will go directly to penalty shots.

NOTE: The Tournament Director will adjust times so that all Teams will be able to complete their games. This may mean moving a game to another field or shortening the duration of all remaining games. Team Coaches or Managers must check with the Registration Tent to receive final instructions. Do not leave the playing area unless told to do so by the Referee Assignor or the Tournament Director. Stop by the Referee's tent before dismissing your players. If your team is not present at the resumption of play, your team will forfeit the match.
Article IX. Protests
No protest for any reason except player or team eligibility. As per FIFA, the committee recognizes the authority of the referee to interpret their game responsibilities thus referees' decisions may NOT be the basis for protesting the game. A protest, which may only be filed by the Coach or Team Manager, must be submitted in writing within one hour of the completion of the game to the Tournament Committee at the registration tent. $100 in cash must accompany the protest and will be returned only if the protest is upheld.
Article X. Rules Interpretation
Interpretation of the Tournament Rules by the Tournament Director and / or Tournament Committee will be final.
Article XI. General Match Information
1.   U8/U9 play 6v6; Teams Roster limit of 12 including Guest Players
2.   U10-U12 play 8v8; Teams Roster limit of 14 including Guest Players
3.   U13-U15 play 11v11; Teams Roster limit of 18 including Guest Players
4.   U16-U18 play 11v11; Teams Roster limit of 22 including Guest Players, but only dress 18 for each match only, cannot change roster after match starts
5.   All U8 - U10 (2) 25 minute halves with 5 minute half time
6.   All U11 - U14 (2) 30 minute halves with 5 minute half time
7.   All U15 - U18 (2) 35 minute halves with 5 minute half time
8.   Ball size: All U8 - U12 matches will use a size 4 ball; All U13 - U18 matches will use a size 5 ball
9.   All matches will be a running time, clock will stop for major injuries only
10.   Players/Coaches receiving Red cards will be ineligible for the next match
11.   Teams should be at the fields 30 minutes prior to scheduled start time for check in with Field Marshall
12.   The Coach is responsible for having Medical Waivers at the fields
13.   Referee calls are final, no protests will be allowed
14.   First Team listed on Schedule is Home Team. Visitor calls the coin toss.
15.   The Tournament Committee reserves the right to group age divisions
Article XII. Substitution
Teams may substitute without limitation during the game. However, a team may only substitute at times allowed under FIFA rules with this exception: both teams may enter during a throw in of either team if both are at the half line flag. A player may leave and reenter the game. A Team may not substitute for an ejected player. Anyone fighting will be ejected from further tournament participation.
Article XIII. Jewelry, Casts, Etc.
NO jewelry of any kind, casts must be padded and will be at the discretion of the Head Referee to be worn during any match. Per IYSA regulations, only "sports goggles" are allowed (no regular eyeglasses). Earrings, watches, bracelets, necklaces, etc. must be REMOVED. Exception - Medical Alert jewelry may be worn if taped to skin. Absolutely no Metal or hard plastic in Hair will be allowed (including bobby pins!). Referee will ensure that the players' equipment meets the requirements of FIFA Law 4.
Article XIV. Awards
Individual awards will be given away in all age divisions for 1st and 2nd place Teams only. U8 and U9 teams who do not place 1st and 2nd will receive participation awards for each individual. In addition Team Cups will be given to the Champions of each division in each age bracket.
